Florence School of Regulation (FSR) and WAME: Public regulation to facilitate the implementation of access to energy projects

Providing access to electricity to one billion 300 million people who are today excluded from it in the world is a task of primary importance, recognized by the United Nations as one of the Sustainable Development Goals. The majority of the world population which is presently excluded will not be reached through the extension of electricity grids, but only through off-grid systems in the foreseeable future. The role of regulation will be strategic, concerning technical tasks to protect consumers, such as setting technical standards, and economical conditions like an upper limit to tariffs and payment conditions, and to protect investors at the same time, by reducing uncertainty on future market conditions.

On the basis of an agreement between FSR and WAME an Inquiry is being circulated among energy regulators and a number of scholars. A FSR working group will collect all answers, documents, reports on examples and related case studies. The resulting Report could be the basis for a workshop to be successively convened. The consultation may provide a strong support to the idea that regulators should exist and be fully operative even in countries where the infrastructure is still limited, and that they should maintain a continuous mutual exchange of knowledge on, among many topics, access to energy.
