The slow rate at which access to electricity is growing has not kept pace with economic growth and is a burden on development. People need access to reliable electricity at affordable prices. A purely centralised system cannot provide this alone, which is why focus must increasingly turn to scaling-up off-grid installations and village mini-grids.
We have experienced a post-COP 21 momentum where many countries have made commitments. Now they have to honour them, and Africa must propose projects and organise itself in order to be prepared to receive the help it needs. The COP 22 should be the occasion for this to happen.
