This debate aims to investigate the pathways for implementing decentralized governance for India. We will explore avenues of possible coordination between union and states, between states and its districts and observe how the multi-directional flow of governance is actually implemented in real time. On the issues which affects the entire country at large such as policy coordination, infrastructural modernisation, technology transfer, financing mechanisms and more, is there a strategic alignment of communication, collaboration and exchanges across all levels of governance? In order to answer this, we will discuss how delegation of power between multiple levels of governance, extent of central government participation, ways of balancing central oversight and local autonomy and how does the inter- and intra-state transfer of knowledge and capacity aid towards energy transition targets at a national level.
